Low Income Taxpayer Clinic

If you are a low income taxpayer who cannot afford a tax attorney, you may qualify for free help from Three Rivers’ Low-Income Taxpayer Clinic.  We represent low income persons before the Internal Revenue Service in audits, appeals, collection issues, tax debt relief and other tax issues and disputes for free. We do not prepare tax returns but, when necessary, may provide for the preparation of an Internal Revenue Service tax return when one has not been filed or needs to be amended to correct errors in the amount of taxes due.

We receive partial funding for this clinic from the Internal Revenue Service. However, the clinic and its volunteers are not employed by the IRS.  The clinic is operated by Three Rivers Legal Services, which is a private not-for-profit organization.

Items you need to provide before or at your first appointment

  •         Proof of identification and income
  •         Social Security Cards for you, your spouse and dependents and/or a Social Security Number verification letter issued by the Social Security Administration
  •         Birth dates for you, your spouse and dependents on the tax return
  •         A copy of last year’s Federal and State returns if available
  •         Current pay stub
  • All correspondence from the IRS

Don’t Lose Your Earned Income Credit

Are you claiming self-employment income for a small business? Make sure you have bookkeeping notes, receipts, bank statement, etc. to prove this income. Are you claiming dependents that you haven’t previously reported on your tax return? Be sure you can demonstrate that the dependent resided with you and you cared for the for 6 months to 1 year. The IRS will request the dependent’s school records, utility bills, medical records, etc. in an audit/examination. If you cannot prove that you were entitled to claim these dependents, the IRS can ban you from claiming the Earned Income Tax Credit (EITC) for two years. The EITC is the biggest refund generator. Being banned means your refund for the next two years could be reduced by thousands.
